My (JL) original question was:

Would it be possible to write a cgi script which would force the browser(?) to download embedded graphics files along with a dvi into the same [relative] directory so that the browser helper-plugin would be able to handle the whole document correctly?

This doesn't sound likely to work.  Many browsers change the name of the
file before putting it in the cache directory.

Either Self-Extracting Zip, or a CAB file might be able to do that.
The CAB might require IE, I am not sure, or at least Win95.
